NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.
We are recruiting to fill the position below:
Job Title: Logistics Procurement Officer, Nigeria

What Will You Do
Generic responsibilities:
- Provide support on market surveys and assessment.
- Supervision and capacities building of logistics team under his supervision
- Ensure anti-corruption, transparency, and cost efficiency principles in all processes (e.g. in vehicle management, asset management and procurement of service/goods and works)
- Prepare weekly and monthly reports and sent to Logistics Coordinator.
- Implement a filing system/archive according to local requirements
- Implement NRC’s logistics policies and procedures with regards to procurement, fleet, warehouse and assets management at office level.
- Ensure NRC fleet, warehouse and assets management system are in place and followed at area level
- Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes.
Specific responsibilitiesÂ
Procurement:
- Check and receive purchase requisitions and initiate the procurement process according to NRC procurement regulations and thresholds
- Check payment documents as per procurement checklist before submission for approvals and to finance.
- Maintain updated vendor data base at area level.
- Check procurement documents (Bid analysis, Purchase orders and Payment documents etc…) and submit to signatories for verifications and approvals.
- Complete and issue purchase orders in accordance with NRC regulations.
- Ensure that all procurement are done in accordance with NRC logistics policies, procedures and donor regulations
- Conduct regular market surveys to identify suitable and reliable suppliers and service providers
- Ensure RFQs and ITBs, are prepared and sent out within the agreed lead time
- Provide support on the pre-qualification exercise.
Fleet Management:
- Produce logistics site report, vehicle and generator cost performance report.
- Ensure vehicles have current and lawful documentation.
- Ensure that vehicles are checked daily, and that regular service and maintenance is carried out as per agreed schedule as well as managing service agreements such as vehicles fueling.
- Ensure proper usage and Maintenance of the Country Office Generator by keeping an up-to-date generator logbook for usage and services.
- Receive travel requests and maintain trip schedules and Staff Movement Board.
- Managing and tracking of all vehicles on the fleet, when required to support the area offices
Asset Management:
- Oversee the issuance and return of assets to/from staff in the absence of assets focal person
- Maintaining up-to-date control of all assets including tracking donor, value, and location, managing staff issue, and recording all asset movements and disposals
- Update asset register and send to country office every month in the absence of the asset’s focal person
Filing Management:
- Ensure all vendors, consultants being used by NRC have valid bridger check and ensure an up-to-date register is in place.
- Carry out regular spot checks to ensure all folders on O365, documents are being filed correctly and to the level of quality required.

- Previous experience from working in complex and volatile contexts
- Fluency in English, both written and verbalÂ
- Fluency in English, Hausa is an asset.
- Bachelor’s Degree in Supply Chain Management; professional qualifications on CIPs or any other supply chain related field.
- Experience from working as Logistics Officer in a humanitarian/recovery context

- Capable of handling pressure
Context/ Specific Skills, Knowledge, and Experience:Â
- Expertise in key logistics areas such as transportation management, warehousing, inventory control, and distribution. Familiarity with core competencies in areas like humanitarian logistics or supply chain management would be an advantage.
- Proven experience in managing logistics operations, including transportation, inventory management, warehousing, and distribution in a dynamic environment
- Skilled in conducting logistics needs assessments, evaluating transport and distribution requirements, and optimizing the supply chain to meet operational goals.
- Familiarity with the logistics challenges and opportunities in the North-east Nigeria region, including infrastructure, transportation networks, and local supply chain dynamics.
- Ability to think creatively and practically to identify logistical challenges and implement solutions that improve the efficiency and quality of logistics operations.
- Ability to lead and support logistics teams, fostering collaboration and ensuring that logistical tasks are carried out efficiently and according to operational plans.
- Experience managing a high-volume, diverse logistics workload, with the flexibility to adjust to changing priorities and handle urgent operational issues as they arise.
- Excellent verbal and written communication skills, with the ability to effectively negotiate with suppliers, transportation providers, and internal teams to ensure seamless logistics operations.
